Bishop urges stronger protections for unaccompanied migrant children

〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰

NEW YORK — Bishop Mark Seitz of El Paso, who leads the U.S. Bishops’ Committee on Migration, has written a letter to Congress urging action to better protect unaccompanied migrant children.

The letter, sent on Nov. 9, recommends ten actions Congress can take to better protect migrant children, with a particular emphasis on preventing human trafficking and safeguarding the children once they have been released to a sponsor in the United States.

Seitz wrote that the letter was spurred by “several concerning reports” in recent months regarding incidents of migrant children in the United States suffering exploitative labor conditions and other harmful situations.

“Exploitation in its various forms is most likely to occur (or continue) when an individual is isolated from support or confronted by systemic barriers in accessing assistance,” Seitz wrote. “This is especially true for unaccompanied children as an inherently vulnerable population.”

The recommendations Seitz makes are mostly related to the U.S. Department of Health and Human Services Office of Refugee Resettlement (ORR) which is responsible for the care and placement of unaccompanied migrant children in the United States, according to the Homeland Security Act of 2002.

From the outset, he highlighted that exploitation is often the result of a lack of support.

“The scope of these recommendations reflects the reality that exploitation is most likely to occur when children lack access to support and become isolated from their local communities,” Seitz wrote. “Among migrants, unaccompanied children constitute the most vulnerable group.”

As outlined in the letter, Seitz first recommendation to Congress is for it to “fully fund post release services and grant ORR authority to provide post-release services whenever it is determined to be in a child’s best interests.”

Seitz argues that fully funding post-release services, as in the services provided to the child once they are released to a sponsor, supports the child’s integration to society, strengthens the families, and helps the office maintain continuous contact with them to ensure they’re not exploited. He also suggests that the funding include partnering with community-based providers as a bridge between the children/their sponsors and the agency.

Another recommendation Seitz makes is for Congress to clarify the Office of Refugee Resettlement’s authority to intervene in cases where a child has already been released to a sponsor, but finds themselves in a situation where their safety or well-being is at risk.

“Unfortunately, there are instances where a sponsor placement ‘breaks down’ or unforeseen circumstances arise, and the state or local domestic child welfare agency is unwilling or unable to intervene,” Seitz wrote. “In such cases, because placement has already occurred, ORR may also decline to intervene and resume care of the child, citing statutory limitations.”

“Congress should clarify ORR’s authority to resume care of unaccompanied children, particularly when local welfare agencies are unable or unwilling to intervene and a child’s safety is at risk,” Seitz added.

[…]

Other recommendations Seitz made include robust funding for legal services, establishing a trauma-informed and child-centric process for immigration proceedings, establishing an officer for child trafficking prevention within the Office of Refugee Resettlement, and mandating training for the office staff to be able to identify the signs of child maltreatment and human trafficking.

Another recommendation is for Congress to support state-level coordinators for unaccompanied children. Seitz argues that the coordinators “could assist these children with the services for which they are eligible, provide a vital point of contact between the states and federal grantees who provide post-release services, and foster community awareness to ease the transition of these children from ORR care.”

In the letter, Seitz also suggested Congress pass the Protect Vulnerable Immigrant Youth Act, which would exempt tens of thousands of undocumented migrant children from annual employment-based visa caps, allowing them to continue life in the United States as lawful permanent residents.

Seitz wrote a separate letter to Congress in July, focused on the need to pass the legislation, which he also said would ease backlogs and free up visas for people such as religious workers.

“With this small change, you could uphold the right to religious exercise, a foundational American principle, and empower vulnerable young people to flourish in their new country, contribute to our nation, and reach their full God-given potential,” Seitz wrote to Congress on July 12.

Remember back when Obama Admin fired the US Catholic Bishops' ministry to rescue and care for victims of human trafficking at the border, specifically women and children pressed into sex work? The most effective ministry in terms of max outreach and numbers helped and lowest cost -- was fired because we wouldn't pay for abortions.

Democrats don't care about desperate women or children, oppressed and victimized. Especially the brown ones, I guess.

I hope the new House Republican leadership will listen and try something to help children at the border. Speaker Johnson is a devout Christian, after all.

But whatever they do will have to get passed Senate Democrats and Joe Biden.

Catholics praise UK court for ending rule sending migrants to Rwanda

〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰〰

LEICESTER, United Kingdom — British Catholic groups have praised a UK Supreme Court decision stopping the conservative government’s plans to deport unregistered immigrants to Rwanda.

On Wednesday, the UK Supreme Court said there are substantial grounds to believe that genuine refugees sent to Rwanda could be at risk of being returned to countries from which they have fled — where they could be subject to inhumane treatment.

However, the court looked at an intervention from the UN’s refugee agency which said Rwanda’s asylum system was deeply unfair — that officials could send migrants back to home countries where they had previously been persecuted or tortured.

Bishop Paul McAleenan, lead bishop for migrants and refugees for the bishops’ conference, said he was “greatly relieved” that the proposal to send those seeking asylum to Rwanda has been ruled unlawful.

“This was a policy that ignored the innate human dignity of those seeking sanctuary,” he said.

While the bishop said the ruling by the Supreme Court is to be welcomed, he added the Catholic Church will continue to advocate for an immigration system that places the human person at the center.

“Refugees are human beings made in the image and likeness of God, not a political problem to be solved. It is important to recognize the wonderful work of Catholic charities and civil society organizations that do so much to help migrants and refugees when they come to the UK,” McAleenan said.

“We will continue to pray for those who are on the move, as well as for the government that it will respect this ruling and respond to the needs of migrants and asylum seekers in a way that fully upholds their human dignity,” the bishop added.

Sarah Teather, director of Jesuit Refugee Service UK, said her organization had always opposed the “cruel and unworkable” policy.

“Forcibly removing people to Rwanda would achieve nothing except to violate their basic rights, trash the UK’s reputation on the international stage, and exacerbate fear and uncertainty among those seeking sanctuary here,” she said in a statement.

“JRS UK has directly supported more than twenty people, including survivors of torture, facing removal to Rwanda. The threat of removal is felt far more widely. Through our accompaniment of refugees, we understand the human impact of this policy and the profound dangers it presents to people in search of safety,” Teather continued.

Aisha Dodwell, the head of campaigns for the official aid agency of the Catholic Church in England and Wales, CAFOD, said the Supreme Court ruling “makes clear that we have a moral and legal duty to care for migrants and refugees.”

“The Rwanda plan was a cruel attempt to turn away people who are seeking protection. We urgently need to transform the way migrants are treated. In the absence of safe and legal routes, thousands of people die each year as they are forced to take dangerous journeys to reach safety,” she continued.

“As Pope Francis tells us, we must welcome people without prejudice and focus on building bridges and not walls,” Dodwell said.

[…]

The head of Jesuit Refugee Service UK noted that while the Rwanda policy has been ruled unlawful, the “profound trauma it caused remains, alongside a raft of other hostile policies devastating the lives of refugee friends we accompany.”

“We will continue to advocate for a fairer asylum system that recognizes our responsibility to offer sanctuary and builds upon the welcome extended by so many people and communities throughout the UK. We urge people to get involved and help us to advocate for a more compassionate system,” Teather said.

I can't tell what these people are gathering to say for or protest against. Any clues?

There are no threats of violence, so this is not an Islamist gathering.

Hey, Del, just curious where you normally get your news?

We are protesting against the Amnesty for the Catalan separatist Party. The far-left government needs their votes to keep in power. In exchange, separatists want Amnesty (they want their past criminals to be released), Independence, and a lot of money. The Amnesty would break our country to the ground. Spain will not be Spain anymore. And we don't want either Amnesty or four more years under this communist government.

I like to scan all of the headlines on Daily Wire and read the articles that interest me.
Less often, I scan headlines on LifeSite as well.

So I get an overweighting of political news, pro-life news, news about cultural threads, and "stories about the stories" that aren't being covered well on the mainstream news.

But I don't get a lot of exposure to international news stories, unless there's a hot war going on.

This interview with Tucker Carlson is totally worth the 30 minute.

Understand the situation in Spain, and get to know the conservative opposition leader Santiago Abascal.

Much like America, the leftist Establishment has and abuses all the power. Corruption on the Left is ignored. Freedom and speech on the Right is prosecuted. Except Spain is much further along on this path, and struggling harder to save their culture.

Like America, the corrupt Leftist leaders and their violent street minions are the actual fascists, even as they condemn the phantom of fascism that they paint on their opponents.

The situation in Lampedusa is always out of control. A huge boat with 600 Muslim cultural enrichers invaded the island with 12 other small boats for a total of 900 invaders in a few hours. In the last 12 months, over 200,000 Muslim invaders have landed in Italy, 99% of them men of military age. Why don't they go to an Arab country? This madness must be stopped.
